MilkSync Starting and Stopping

I have MilkSync to Outlook set for 2-way configuration, auto schedule.

I have noticed that

a) MilkSync starts automatically when I login, irrespective of whether Outlook is running

b) MilkSync keeps running after I've quit Outlook.

Is this normal behaviour?

Yes, this is normal. MilkSync will start when you start your computer and will run in the background even when Outlook is not open. This allows you to perform a sync without opening Outlook.

Thanks. However that means it does effectively open outlook and lock the PST file, which can have issues. Having it started when Outlook starts and stop when Outlook finishes would be good - after all you can't see the synced tasks when Outlook is not running!
