MilkSync via Wifi? Still requires data-plan..?

Anyhow, I tried installing the MilkSync program. I noticed on the FAQ, they said you need a data-plan, however, then they also said it would sync via WiFi.
When I tried to connect, however, it gave me an error message about no internet connection. Is there any way to get MilkSync to work exclusively via a Wifi, or is the requirement for mobile data a hard and fast rule? It seems a bit of a silly restriction?
