Make RTM your wallpaper.

It will always be open, no need for browser ;-)
I stretch the window the url is in to the top and bottom of my screen, then go back into setup above and select "Lock desktop item" so it doesnt move, with accidental mouse usage.

Not even Windows only, it's Windows 2K/XP only. Vista+ don't have this functionality.
