Smart List with one task per list

Ok, I've been messing a lot with tags and smart lists and searches etc etc and I cannot for the life of me figure out how to do this, or if it's even possible.

Say I have two lists like the following:

List 1
--Task1 (Priority 1)
--Task2 (Priority 2)

List 2
--Task3 (Priority 1)
--Task4 (Priority 2)

I want a smart list to essentially be:

Display the priority 1 tasks on each list. If a list does not have priority 1 tasks (or specifically tagged tasks, whatever it might be) display the tasks with priority 2 instead.

There aren't logical operators that I can find, so I have no idea how to do this. Any ideas?

yeah, there is no "if" or "while" operators
however, you can alway make a MIT (most important tasks) list with the priority 1 parts and inf theres nothing there check another list with the priority 2 parts. Not as elegant, but it works...
