Meaning of "View?"

Could you give a bit more information about this? Where/when does it appear? What "service" might want to read a user's data? A service of RTM, or some external service?

Sure, it's on the Settings screen under the Services tab. It will only display if you've given any third-party services access to your RTM account -- it's a column heading that indicates whether a service is allowed to read the user's data.

The table it's in looks something like this:

Service | View? | Modify? | Delete?
Dashboard Widget for OS X | Yes | Yes | Yes
