Join Searching?

I have a list of Projects. I have another list of Actions. I want a search that will find any projects in the Projects list that do not have any corresponding actions in the Actions list. Is this possible?

Projects list contains items with at least two tags each.

1) project
2) p-[projectname]

Actions list contains items which, if they are part of a project, are tagged with p-[projectname].

So basically I need to find all the p-[projectname] tags from the Projects list and subtract all the unique p-[projectname] tags from the Actions list. What is left should be my list of actionless projects that I want but I have no idea if that's possible in RTM?

Not sure if anyone else might have a solution that they're already using -- you may be able to put together a query with the advanced search operators, or you can always use the API if you're looking to do more complex searching and filtering on your tasks.
