Shortcuts do not work for non-latin keyboard layouts

Keyboard shortcuts work only if input language has latin alphabet. When I type a task in russian, and then try to postopne it for instance by pressing "p", nothing happens, because with russian layout this keystroke generates symbol "з". Same problem with hebrew, greek, and apparently all other alphabets.
