says:I just started using the Android app and surprisingly it has a feature that the web app does not -- you can specify a sort order for each list separately. Is there a way to do that in the web app that just isn't obvious?

This represents an interface inconsistency. In order to change the search string for a smart list, you have to go to Settings > Lists. (And similiarly on the android app, where you long-press on the list name.) So that's where I expected to find the "sticky" setting for sort order.
