bugs in search when using NOT

I tried to create a smart list, using advanced search, of incomplete items and items not tagged with kb - it produced no results and the search window contained
status:incomplete and (tag:kb and tag:NOT)
However it did work, once, when I just searched for items with kb as a tag , i.e in the tag field I entered kb NOT without have the status included. But every other time I have tried it it has not worked and shows the search as (tag:kb and tag:NOT) instead of (tag: kb NOT)
So the NOT part is flakey.

I think what you're looking for is this:
status:incomplete NOT tag:kb
Just place the 'NOT' before the term you want to negate.
